THE C11 NBC DISASTER SHELTER

The C11 is a fully rated underground shelter with performance data, pressure, radiation ratings, and a warranty. It is a totally self-contained 10 psi NBCE underground shelter. The C11 underground disaster shelter is designed to protect 4-5 adults for 30-40 days, with water being the limiting factor. The radiation decay period is 30 days after which radiation levels return to normal even close to ground zero. The product was specifically designed and developed to protect people during and after disasters such as tornadoes, hurricanes, earthquakes, storms, forest fires, power failures, nuclear power plant accidents, nuclear/chemical terrorism, HEMP attacks, and full-scale protracted nuclear, chemical and biological war. A tremendous effort has been made to think of every conceivable incident that shelterists could face in the C11 shelter. The C11 includes the steel hull and steel 68-degree entranceway, cathodic corrosion protection system, ship stairwell, hatch, SEAM NBC air filtration system, water tank, septic tank, floor, counter, fiberglass shower stall, 12- volt battery system, DC electrical system, all wiring, all plumbing, etc. The C11 is shipped in two pieces, the shelter and the entranceway.

DESIGN Patent Pending

The C11 is an efficient shape for people and has no tensile loads on the end caps like conventional tank or culvert shelters with flat end walls that often buckle in. The space for humans inside is more than 90% useful with a floor span of 9 ft.- 4 in. It is a fifth-generation disaster shelter manufactured to standards of PRINCIPLES of PROTECTION, U.S. Handbook of NBC Weapon Fundamentals and Shelter Engineering Standards, Sixth Edition, 2013, Brown Books, which is the United States bible on shelter engineering standards. It is known in the industry as P.O.P. The C11 was designed using CAD (computer aided drafting), CAE (computer aided engineering), and FEAM (3-dimensional finite element analysis and modeling). A shelterist in the C11 under heavy, direct effects from two 1-MT nuclear weapons, has at least the same probability of survival (99.7%) as a person living and working in peacetime. The structural shape of the C11 allows it to be a true pressure vessel for resistance to high external pressure. The C11 shelter system is based on 30+ years field experience with the Walton McCarthy’s successful P10, RC8 and CAT 25, and H10 Commander and H12 Admiral underground shelters.

SHELTER CONSTRUCTION

The 1,941 ft3 11 ft. diameter shelter hull is made of structural steel that is 50% stronger than a 3 x 1 x10 gauge corrugated culvert. The C11 hull is also epoxy dielectric coated all over the entire hull for superior corrosion resistance and connected to anodes. This is a tremendous improvement in strength and volume over the typical 10 ft. dia. X 50 ft. long corrugated culvert which has 3,900 ft3 @ 70% efficiency. The C11 end caps are domed out and do not buckle inward like flat end plates typically used on steel tank or corrugated pipe end walls. The entranceway is connected to the shelter hull through a seismic joint. The shelter is designed for 10 psi (pounds per square inch) external pressure resistance above the static earth load, without relying on earth arching. The floor is also smooth so it can be decontaminated since carpet is not allowed in an NBC shelter. All of these facilities function without outside electricity through the use solar panels charging a battery bank. The inside surface of the shelter hull is easily cleaned with common detergents and there is ample volume for food storage under the floor.

The C11 hull exterior and interior are painted prior to shipping. The inside epoxy white coating has excellent flame and smoke properties. The exterior epoxy coating has strong dielectric properties and excellent cathodic bonding and abrasion resistance properties. Underground corrosion is an electrical process and the shelter hull corrosion is virtually stopped by the Cathodic Protection System. A typical galvanized culvert or tank hull erodes over time requiring the shelter hull pressure rating to be de-rated 2-5% each year. With the NORAD C11 cathodic corrosion protection system, the underground anodes connected to the bottom of the shelter are much more electrically conductive than the shelter hull so the anodes electrically erode instead of the shelter hull. The corrosion protection system is monitored by a meter mounted on the shelter inside wall indicating that the corrosion protection system is operating and when the anodes needs to be replaced. The corrosion protection system allows support of a 30-50-year structural warranty.

SHELTER FACILITIES

The 11-ft. diameter C11 contains 1,941 ft3 and 110 ft2 floor space with headroom from 6′-0″ to 8′-0″. This allows relatively normal living and a very spacious feeling. There is ample light for reading anywhere in the shelter supplied by LED white lights. Fresh filtered air is brought into the shelter by a 12-volt air blower designed to operate 24 hours per day and supplies many times the breathing volume of air required by adults. This system has the advantage of maintaining constant shelter temperature, constant shelter oxygen levels, constant shelter carbon dioxide levels, and constant shelter moisture levels, plus it prevents overheating which is common with manual air blowers in warm climates. In addition, this electric blower air supply system works with all people including young children, people who are sick, people who are injured, people who are handicapped, and people who are elderly who may not be able to operate a manual blower system during a disaster. Exhausting of hot, moist, spent air is facilitated through the air ceiling exhaust to the air manifold at ground level. This is an efficient method of exhausting spent air, especially when resisting intruder assaults is a critical factor of the shelter design.

ELECTROMAGNETIC PULSE -EMP

NORAD shelters are designed to meet MIL-STD-188-125A:” High Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based C4I Facilities Performing Critical, Time-Urgent Missions Part 1: Fixed Facilities” 17 July 1998. All mission essential equipment (MEE) vulnerable to EMP is mounted in a tested aluminum EMP shielded enclosure. All NORAD shelters are self-contained and not connected to the electrical grid. The only MEE equipment in the C11 shelter that are vulnerable to EMP are the inverter/charger, solar charge controller, and solar panels which are all mounted in an aluminum EMP shielded enclosure. The EMP shielded enclosures meet QQ-A-200/8, MIL-C-7438, MIL-T-10727, and shielding minimums of MIL-188-125. The shelter system also includes a 2 ft3 EMP vault to store other electronic components in such as laptops, radios, TV’s, CD player etc.

The golden rule for EMP protection in underground shelters is, “DO NOT USE THE SHELTER HULL AS AN EMP SHIELD AND DO NOT USE THE EMP SHIELD AS A SHELTER”. The major problem in making underground shelters EMP safe, is dealing with all the POEs or “points of entry” in underground shelter hulls that allow EMP to enter the shelter. Anything penetrating the hull such as entranceways, emergency escape tunnels, air inlet hoses, air outlet hoses, water hoses, electrical lines, and radio cables, etc., all need EMP shielded gaskets and/or EMP shielded air vents. Steel cannot usually be used as a Faraday Cage because it is not conductive enough. Electrical conductivity is measured in Siemens/meter (õ S/m). The minimum conductivity for a Faraday Cage to shield an EMP is 15,000,000 Siemens per meter. Steel has a conductivity of only 7,000,000 S/m so it is not conductive enough to effectively attenuate all EMP frequencies. Aluminum has a conductivity of 35,000,000 S/m and copper 60,000,000 S/m so both materials are very well suited for a Faraday Cage to effectively shield EMP. Bad welds, corroded welds, etc. in the shelter hull are all POEs making equipment in the shelter vulnerable to EMP. The NORAD approach to making an underground shelter EMP shielded, and a well-accepted military practice, is to assume the shelter hull is EMP transparent and shield each individual unit vulnerable to EMP. The POEs in a shielded enclosure for a few cables are small and can be easily shielded. Also, unlike underground shelters, EMP shielded enclosures can be tested individually. Underground shelters with certified EMP shielded enclosures for MEE (Minimum Essential Equipment) meet the MIL-188-125A Standard. All of the NORAD shelter models, have been reviewed for an EMP Protection Analysis by a Certified Electromagnetic Compatibility Engineer and a Certified Electrostatic Discharge Control Engineer and found to comply with MIL-STD-188-125A with shielded enclosures for MEE.

The C11 Shelter is supplied with a 0.5 KW solar system with an AGM battery bank. During peace time, a single 50-watt solar panel can maintain the charge in the battery bank. After an EMP event, the solar 50-watt solar panel is considered sacrificed and the solar panels that have been stored in the supplied EMP shielded enclosure, can be put in place to supply power indefinitely.

SEPTIC SYSTEM

The C11 SHELTER has a 200-gallon septic tank under the floor providing a 30+ day life support for 5 people. It can be pumped out with the supplied manual septic pump.

S.E.A.M NBC AIR FILTRATION

The NORAD C11 has a modern air filtration systems called SEAM units. (Severe Environment Air Module). The SEAM unit is unit is dedicated to the breathing air for life support. The SEAM unit can be supplied as a dust filter only version or full NBC air filtration version.

The Nuclear-Biological-Chemical or NBC version S.E.A.M. is a “Bag-In/Bag Out” NBC air filtration system designed for long-term operation in severe NBC environments. The NBC filter housing is made of stainless steel. In order to qualify as a long-term NBC air filtration system for more than 30 days, the HEPA and carbon trays have to be able to be removed and replaced. The trays are replaced using a “bag in bag out” system so there is no human contact with the contaminated filter elements. On the front side of the filter housing is a vacuum dial gage which indicates when the filter is operating normally and when the filters need to be changed. In the case where the shelter is located near a nuclear air, ground, or surface burst detonation putting fallout into the atmosphere, any HEPA filter in any air filtration system located in the shelter will become too radioactive and dangerous to the shelterists to keep in the filter housing even though the vacuum gage may read normal. The level of radioactivity in the filter comes from radioactive contaminants in the HEPA filter tray which can be measured by a radiation meter by just standing in front of the access doors and holding the radiation meter at the center of the access cover. When the reading is above 1 rad/hr., the HEPA filter should be changed. Almost all of the initial fallout will have fallen in the first 24 hours so changing the HEPA filters should automatically be implemented after this period. Specific procedures are found in the C11 OPERATOR MANUAL for replacing filter elements.

The SEAM system for life support is located at the far end of the shelter and supplies 100 cfm of fresh NBC filtered air and operates 24 hours per day. The air filtration system consists of three stages of air filtration. The first stage is a HEPA filter to remove physical particles that are 0.3 microns and larger at 99.999% efficiency. The second filter tray is activated carbon to remove radioactive iodine gas and has a minimum residence time of .25 seconds. The third filter tray is TEDA carbon to remove chemical warfare agents with a minimum residence time of 0.25 seconds. Each carbon tray weighs approximately 35 lbs. and any of the trays can be changed by one person in approximately ten minutes. For extended Sealed Shelter Atmosphere durations, a Lithium Hydroxide carbon scrubber tray can be used. One Lithium Hydroxide tray will remove enough carbon dioxide for ten people to stay in the shelter for approximately 24 hours. The top of the NBC filter housing has a gas agent test port to test for chemical agents using the supplied Chemical Agent Test Kit. A radiation survey meter is also supplied.

STORAGE

The C11 has a flat subfloor under the main floor that measures 4 ft. x 10 ft. long and 20 inches high. It can store over 50 five-gallon buckets plus other items.

AIR MANIFOLDS

C11 Bomb Shelter Air ManifoldAir enters and exits the shelter through the air manifold assembly. The spent breathing air containing carbon dioxide, heat, moisture, and odors exits the shelter at the ceiling of the shelter at the opposite end to the SEAM air filtration system and exits to the atmosphere at ground level through the screened openings in the air manifold steel dome. Air enters the shelter through a separate air manifold assembly. The pipe flange at the bottom of the air manifold assembly is connected to a seismic joint which connects to the shelter hull.

ENTRANCEWAY SEISMIC JOINT

The connection between the entranceway and the hull is made through a double axis seismic joint. This allows the entranceway to move independently without overstressing the hull end wall. The entranceway can be located within the frost line, while the shelter is well below the frost line. This creates tremendous stresses during winter months when the entranceway is forced up 0.5 – 1.25 inches due to frozen ground. The seismic joint removes these stresses by allowing vertical and lateral movement of the entranceway to maintain structural integrity during rolling ground motion from severe ground shock.

WATER SUPPLY

The C11 has a 200-gallon water tank under the floor providing 5 gal/5 people/day for 40 days.

The entranceway is a 68 deg. 36-inch diameter entranceway with a 28 in diameter clear opening, and is connected to the shelter though a seismic joint. The steel hatch at ground level can be easily concealed. The 28-inch diameter clear opening manhole allows large people to enter the shelter quickly. The hatch can withstand 350 mph winds and has no surfaces exposed to projectiles. The hatch is made of structural steel and can withstand a fire reaching 1700oF for one hour while maintaining its structural integrity in compliance to ASTM E119. Although the hatch is not impenetrable, it is specifically designed to resist seven basic assaults from people trying to break into the shelter in compliance to P.O.P.

SHELTER DEFENSE

The C11 is not impenetrable but is difficult to break into while shelterists are inside.

INTRUDER ASSAULT HATCH AND AIR MANIFOLD RESISTANCE
1. Intruder trying to break into hatch using sledgehammer, hatchets, and guns. The steel hatch and air manifold resists hammer and hatchet assaults
2. Intruder trying to clog the air intake/outlet manifold to suffocate the shelterists thus forcing them outside. Shelterists can wait in safety in the shelter for many hours in sealed shelter atmosphere while the intruder is exposed to the outside danger.
3. Intruder trying to suffocate shelterists by creating a fire on top of the hatch or air manifold thus forcing the shelterists outside. The hatch and air manifold are resistant to fire up to 1700 F. and the shelterists can breathe normally inside the shelter based on sealed shelter atmosphere.
4. An intruder trying to run over the shelter or hatch with an automobile or truck. A vehicle running over the hatch will not damage the hatch. If this vehicle becomes a threat, the Emergency Escape System can be used.
5. An intruder trying to drown shelterists by forcing water into the air inlet/out. The air inlet on the hatch are baffled to prevent this type of assault.
6. An intruder trying to attach rope onto the hatch or air manifolds to damage or pull it out of ground. The hatch is a smooth design with no projections to easily attach to.

SEALED SHELTER ATMOSPHERE

When ground fires are present around the hatch, the air blower should not be turned on to bring in fresh air. During this time, the shelterists must breathe in a sealed shelter atmosphere. The safe duration time is based on a 3% carbon dioxide limit. The time it takes for the shelter atmosphere to reach this limit is a function of the number of shelterists, degree of physical activity of the shelterists, and the volume of the shelter above the floor. Sealed Shelter Atmosphere graphs are provided for each specific shelter.

INTERNAL PRESSURE CONTROL

The C11 uses 8-inch diameter stainless steel blast valves to prevent blast overpressure or underpressure from pressurizing the shelter and injuring people. The valves are located inside the shelter where they can be easily serviced. These valves are normally open and close from blast overpressure or negative pressure maintaining the normal shelter atmosphere. The air inlet and outlet openings are also sized to allow overpressure choking as a redundant system. Blast valves are located inside the shelter directly above the SEAM air filtration unit and on the air outlet on the ceiling.

PLUMBING SYSTEM

Water Filter-The shelter is equipped with a sub-micron disinfection water filter for all water used at the sink, shower, and toilet. The counter contains a large stainless-steel utility sink where dishes, clothes, and pets are washed. The sink, shower, and toilet, drain into a sewage holding tank.
Fittings– The shelter entranceway contains NPTF thru-hull couplings below ground level, for plumbing and electrical connection to the water tank or well and bringing in antenna lines or a phone line.
Toilet– The toilet drains into the 200-gallon septic tank under the shelter floor. The shelter air outlet is located in ceiling of the toilet room keeping the room in negative pressure and venting all odors and spent air to the ground surface.
Shower– The fiberglass shower floor allows all water from the shower head to drain into the sewage holding tank. NBC decontamination is performed in this shower using the supplied decontamination solution and spray bottle.
Cooking –The NORAD C11 uses an alcohol stove and 5 gallons of alcohol is included.

RADIATION SHIELDING

The protection factor (PF) of a shelter is the ratio of a radiation dose over smooth ground which would be received by an unprotected person, compared to the dose that would be received by a person in a sheltered location. For example, a PF of 40 means that a person would receive l/40th the radiation in a shelter compared to the radiation that he would receive unprotected. A PF of l00 = l/100th. This is the fraction of radiation that a shelterist would receive from overhead (not accounting for radiation entered through the entranceway). The PF alone should never be used to determine the radiation entering a blast shelter. The Half Value Layer Thickness (HVL) is the material thickness required to reduce the radiation dose to half. Earth has an HVL of 5.5 inches and concrete has an HVL of 4.7 inches will reduce the radiation dose to half.

Radiation shielding from overhead in the C11 is provided by 84 inches of earth at the crown of the shelter ceiling providing a PF of 32,768 for gamma radiation and a PF of 131,072 for neutron radiation. All the radiation entering the C11 is through the entranceway allowing almost 2 rems to enter the shelter. This results in the C11 having a TRS (Total Rems in Shelter of 2 rems at 10 psi (0.9 miles from GZ of a 100 KT weapon), so the shelterist would be safe. This 30-day dose is based on a 100 KT surface burst to maximize radiation fallout. (See of PRINCIPLES of PROTECTION, U.S. Handbook of NBC Weapon Fundamentals and Shelter Engineering Standards, Sixth Edition, 737 pp, 2013). A shelter’s radiation dose must always be connected to the shelter’s overpressure rating.

Based on the worst cancer cases (leukemia) from the Hiroshima and Nagasaki victims, a 10-rem dose may increase the cancer rates from the current rate of 352/100,000 up to 355/100,000. It should be kept in mind that the Hiroshima victims were totally unprepared and uneducated. They were malnourished and already suffering from many diseases during a critical wartime period where food, medical supplies, and other necessities were in short supply. In addition, they were not only exposed to heavy, acute external radiation doses but also internal radiation doses from eating contaminated food and inhaling radioactive fallout. Educated shelterists can avoid such damaging effects and can determine the radiation levels with a simple radiation survey meter supplied with the C11 along with a chemical agent detection kit.

EMERGENCY ESCAPE

In the event that heavy debris falls on the hatch cover and the radios are not able to bring help to clear the hatch, emergency escape procedures can be implemented. The C11 uses a manually operated mechanical jack to force the hatch open. The 18-inch-long handle will require 50 lbs. downward force to generate 8,000 pounds of uplifting force.

INSTALLATION RIGHTS

U.S. citizens have a legal right to install a shelter. Under the second amendment of the United States Constitution, U.S. citizens are guaranteed the right to bear arms to provide protection in life threatening situations. Tornadoes, earthquakes, nuclear, biological, and chemical warfare fall under this amendment as life threatening forces. A disaster shelter falls under this classification as a defensive arm. The NORAD shelters are considered a temporary structure that can be redeployed to another location.

COMMUNICATIONS

The communications center consists of a scanner radio mounted inside and an antenna to be mounted on a nearby house. An optional EMP aluminum shielded enclosure per MIL-STD-188-125, and a folding 40 ft. antenna mast mounted to the shelter is an option.

GENERAL SEQUENCE OF OPERATIONS

  1. The customer signs a Sales Agreement and Installation agreement with NORAD SHELTER SYSTEMS.
  2. The customer hires a contractor to dig a hole according to the supplied excavation plan. If the shelter is installed in a flood zone, the shelter should be installed by berming so the hatch is at least one foot above the 100-year flood plain or storm surge. Berming can also be used if the shelter is installed in a location which has ledge.
  3. The shelter and entranceway are shipped on one truck
  4. The steel hull is craned into place.
  5. The corrosion protection system is connected
  6. The shelter is partially backfilled.
  7. The external air manifolds are installed
  8. The shelter final backfill is completed.
  9. The ground around the shelter is rough graded, final graded, and seeded.
  10. The maintenance solar panel is installed.
  11. NORAD SHELTER SYSTEMS supervisor will run through Alpha trials with customer.

SHIPPING UNITED STATES DEFENSE ARTICLES

Shipping United States Defense Articles such as the C11, S10, or S16 Underground Shelters are listed under the USML (United States Munitions List) requires tracking to the dock of import and an export license by the United States Department of Defense Trade Council. Application for such a license requires a fully executed Sales Agreement, End User Statement, and Deposit per Sales Agreement. Defense Articles cannot be shipped to some countries. Trucking of the product from the receiving dock to the installation location and installation of the shelter must be arranged separately by NORAD and the customer.

 

IMPORT TAXES

Import Taxes are based on the C11, S10, and S16 NBC Underground Shelters being classified as a SHELTER under United Nations Standard Products and Services Code (UNSPSC-95141801) and (HTS-9406.90.0025) used as a humanitarian product designed to prevent people from suffering as a result of natural or man-made disasters. Humanitarian action is intended to “save lives, alleviate suffering and maintain human dignity during and after all disasters. Humanitarian action is equally aimed at preparedness for all disasters lessoning the burden on local and national governments for food, water, medical supplies, and shelter. People equipped with rated underground shelters such as the C11, S10 and S16 will be equipped to survive natural and Nuclear-Biological-Chemical disasters to become First Responders to come to the aid of local residents. Humanitarian action should be governed by the key humanitarian principles of: humanity, impartiality, neutrality and independence. The NORAD POWER AND WATER SYSTEM (PAWS-500) is a one-piece 500-gallon aluminum water tank and solar power supply unit designed to fit inside the garage of a conventional house. The PAWS-500 is designed to allow a family of four to “SHELTER IN PLACE” in their house and live relatively normal for six months using only tank water and solar electric power when the electrical power grid has been disrupted by an EMP attack, cyber-attack, solar flare, pandemic, or some other man-made or natural disaster. Staying in place for six months will prevent family members from having to travel to forage for food, water, supplies and competing with thousands of other people. It will provide filtered water at the kitchen sink, light in 6 rooms of the house, water for a 1.5 gallon shower every week for each person, methanol cooking for four people for approximately six months, and 10 hrs./day of TV and DVD player, plus a 12-volt socket for laptop computer and phone charging as needed.

AFTER A HEMP ATTACK

Most Cars will not work, traffic lights will not be working, more than half of the work population that live in cities will have to leave the city in search of water and food. Planes in flight will loose their electronic flight instrumentation, most will make forced landings, radios don’t work, people will not be able to get water at home, so toilets will not be able to flush. Most people are so accustomed to electricity that most people will just wait thinking that the power will come back on within a few days. Federal, state, and local governments will be overwhelmed, hospitals and doctors will be inundated with patients. People will form armed gangs to obtain resources to survive, traffic jams will be a major secondary event and people will only be able to leave the cities on foot, bicycle, or horse and it will not be safe to travel. Traveling will require significant quantities of water and people will not know where to go. Most homes and food stores have only about three days food supply so people would have to leave their homes to find water and food. Many people will become predatory and do anything to survive. Complicating the situation is that many people will masquerade as police or government officials. When the internet fails due to the loss of so many people to keep the internet working, many things stop and jobs come to a stop and then petroleum becomes not existent and trucks can’t deliver food to the local stores. The homes of the wealthy will be the first target since they will be perceived by the survivors to have resources such as food, water, fuel, gold, silver, antibiotics, etc. The only defense is to make the house look like it has already been ransacked and just become invisible. Those people who are energy independent will have to use curtains to black all the windows at night so they do not become a clear target. Small communities will probably set up barriers to isolate them in order to control and distribute their limited resources. People will have to develop new skills sets in order to stay alive and those people who have medical skills may have to hide these skills at times or face kid napping to save the kidnappers family members. Antibiotics will be worth more than money since the production of antibiotics requires many resources to produce and a way of distribution. The population will be fighting cholera, dysentery, thirst, and famine. A realistic scenario of life after a HEMP attack can be found in a book called “One Second After” by William R. Forstchen, 2009. Note that none of the people in the EMP scenario in this book were properly prepared.

NEW 2012 EMP LEGISLATION

In August 2012, Congressman Roscoe Bartlett introduced House Resolution Bill 762 to encourage community based civil defense preparations to enable people to operate “off of the power grid” for long periods of time “when there is no one there to call”. The focus is based on preparation for cyber-attacks, solar geomagnetic storms, pandemics, and electromagnetic pulse (EMP) from a high altitude nuclear weapon detonation or HEMP attack. Every community needs to work to generate at least 20% of their own electrical energy. Bartlett pointed out that the US has 18 critical infrastructures and without electricity the other 17 cannot function. This is just the beginning of legislation to protect the American way of life from attacks on the U.S.A. power grid. This can only happen if families can become self-sufficient for electricity, water, and food. In 2015 HR 1073 was adopted which directed people employed in electrical infrastructure to prepare for EMP events.

Solar Power

Six 250-watt solar panels are stored inside an EMP shielded vault until needed after a disaster. The six 250-watt solar panels each 40 in x 65 in x 2 inch that need to be mounted on the home roof or in the backyard and 500 ft. of wire after a disaster are included. The PAWS-500 solar panels are seized for zones 1-5 where there are at least four solar hours per day. One additional solar panel may be needed is zone 6.

Electrical System

The solar panels send electrical power to the Solar Charge Controller mounted in an EMP Shielded Enclosure. The Solar Charge Controller charges the 1,200-amp hour AGM 12-volt deep cycle battery bank. The level of battery bank charge is indicated by the DC Volt Meter. Deep cycle AGM batteries do not produce hydrogen gas and do not contain enough acid to spill. At a 50% Depth Of Discharge (DOD), the battery bank has over a 1000 life cycles or 1000 days of operation. This system provides power for the water pump as needed, 6 lights at 16 hours per day, PAWS light as needed, scanner 8 hours per day, and CD Player and 32 in TV for 10 hrs./day.

Water Pump

The 12-volt water pump has an automatic pressure switch to automatically maintain water pressure and will draw water from the PAWS-500 water tank and pump into the water filtration system pressuring the plumbing system in the house to approximately the same pressure as city/well water but will not be able to supply the same volume of water. A 3-way valve needs to be installed in the house to switch the water supply from city water to tank water. One back-up water pump is included. Water consumption is based on 0.5 gallons/day/person for drinking and weekly 1.5-gallon showers for each of the four people in the house.

Water Filtration and Disinfection

The 4.0 g.p.m. water filtration system is designed to filter rain water containing bacteria. Filtration is accomplished in three stages. The first and second stages are micron filter elements and the third stage is a disinfection filter.

Roof Rain Collection System (Optional)

The use of rain collection barrels increases the water volume many fold to allow the PAWS-500 water pump to pressurize the house plumbing system making all sinks and toilets in the house functional. The rain barrels should be equipped with “first flush diverters” designed to be placed on the bottom of the down spouts of the house and drain into a 100-gallon rain collection barrel (30-inch diameter x 41 inches tall, or 200-gallon plastic rain collection barrel which is 36 inches in diameter and 56 inches tall. Many people feel these rain barrels are ugly and often not allowed by HOA’s and therefore consider underground rain collection tanks or planter box above ground tanks. Underground tanks are useful if water is to be stored in frozen ground. The first flush diverters dump the first half-gallon of water on to the ground to lose the insects, leaves, dust, bird droppings etc. The 3-way stainless valve on the pump inlet allows the water pump to draw water by the supplied hose from the rain collection carrel to the water filtration system before entering the PAWS-500 water tank. Turning the two 3-way valves 90 degrees on the filter outlet allows the water pump to transfer water from the PAWS-500 tank to the house plumbing system. Only filtered water can enter the PAWS-500 tank and only filtered water can leave the PAWS-500 tank. Rain collection barrels with first flush diverters are a very inexpensive option and should always be considered. One rain collection barrel on one downspout of a 2000 ft2 roof house in an area with 20 inches of rain per year will collect approximately 24,800 gallons per year divided by 6 downspouts = 4,133 gallons per downspout.
USA Precipitation Map
Annual rainfall in the US ranges from 10 to 60 inches per year. Each 10 ft. x 10 ft. area of roof will collect 62 gallons of water for each one inch of rain. In dry states with 20 inches of rain per year, this will result in 1,240 gallons per year for each 100 ft2 of roof area. Most roofs that would drain to 4 down spouts would have approximately 1000 ft2 of roof area. Each one inch of rain would then produce 620 gallons. If the annual rainfall is 20 inches (dry state) then this 1000ft2 roof would collect 12,400 gallons per year averaging 34 gallons per day. If four rain collection barrels are utilized, the daily water consumption for owners of the PAWS-500 system should be raised to approximately 30 gallons per day for the whole house divided by the number of people in the house. In a conventional house people average approximately 6-10 gallons/day/person with most of the water used to flush a toilet at approximately 2 gallons/flush.

Example: A house with a roof area of 3000 ft2 in a geographic area that receives 25 inches of rain each year will collect 46,500 gallons per year divided by 8 downspouts = 4,650 gallons/downspout on average.

Lighting

The PAWS-500 includes seven 10-watt LED lights, with switches on the light. Six of the lights are to be mounted in rooms in the house using the 500 ft. of wire supplied either through the house attic or stapled directly on to the wall. Usually the lights are mounted in the living room, kitchen, bathroom, and three bedrooms and one light is already mounted on the PAWS-500 unit itself located in the garage or basement.

Cooking

The PAWS-500 includes a methanol stove and 20 gallons of methanol which will operate the alcohol stove for 6 months serving four people.

Showering

The PAWS-500 allows normal levels of sanitation using a 2-gallon shower bag with heated water from the sun or from the alcohol stove. The amount of shampoo must be just that need to washout with this volume of water. Rain water has a hardness of “0” so soap and shampoo lather very well. There are also propane options for “on-demand” water heaters.

Washing Machine

A manual clothe washing machine is included which uses one quart of warm water that is manually poured into the washer. Each load will wash one set of clothes for one person. The spent water is poured into the sink, conventional toilet, or camping toilet. One person can wash their clothes once per month if rain water collection is not used.

Toilet- No Rain Collection

The PAWS-500 includes two portable toilets with extra tanks. Each flush requires approximately one cup of water compared to the most efficient conventional toilet @ 1.6 gallons per flush. The full sewage tank is dumped into the house conventional toilet.

Toilet With Rain Collection

If rain collection is used, the water pump of the PAWS-500 can be plumbed into the house plumbing system which will allow the house toilets, sinks, and showers to operate normally. City sewers have a large capacity when only the people with a PAWS-500 are able to drain sewage into the system. Houses with septic systems will operate normally.

Communications

The PAWS-500 includes a scanner radio, wire, and antenna. The antenna should be installed on the roof of the house prior to the disaster and NOT connected to the back of the radio until after the disaster event. The scanner can operate eight hours per day.

EMP Vault

The PAWS-500 includes an EMP vault to store six- 250-watt solar panels. During peace time, the 50-watt solar panels maintains the charge in the battery bank. After a disaster, the 50-watt panel is considered sacrificed and the six- 250-watt panel are put in place on the roof or on a ground frame.

Electrical Load Center

The electric power is distributed and protected by a 12-volt circuit breaker panel with 8 circuit breakers labeled as follows:

When a disaster event occurs, the action that needs to be taken to make the PAWS-500 system operational is as follows:

  1. Turn the 3-way valve on the pipe supplying water to the house from the city/well water position to the PAWS-500 position.
  2. Connect the radio antenna cable at the back of each radio.
  3. Turn on all the circuit breaker switches for the water pump and scanner and lights as needed on the PAWS-500. Lights in most rooms are not needed during daylight hours.

Delivery and Installation(summary)

  1. The PAWS-500 is shipped in a crate, and batteries are shipped in a second crate and are usually delivered to the home by a truck with a power tailgate and transferred from the street to the garage door by hand truck.
  2. A local moving company is usually used to supply four men to lift the 450 lb. PAWS-500 into place on the garage floor and lift the 95 lb. batteries into place on the PAWS-500.
  3. The customer must then use the supplied concrete anchor bolts to secure the PAWS-500 to the floor.
  4. The customer must hire a plumber to connect the water out from the PAWS-500 to the water system in the house with a 3-way valve.
  5. The solar panels must be installed on the roof or ground frame and then removed and placed back into the EMP vault.
  6. The wiring must be run from the solar panels to the solar charge controller.
  7. The wiring must be run for the six 12-volt lights in rooms of the customer’s choice.
  8. The water tank needs to be filled with 500+ gallons of tap water by garden hose while adding peroxide
    fectant during filling.
  9. If an underground rain collection tank is used, it should be plumbed to the PAWS-500 pump intake.

NOTES:

  • The PAWS-500 filled with water and all batteries and equipment weigh approximately 5,500 lbs. distributed over a foot print of 2 ft. x 8 ft. which places a load on the garage concrete floor of only 344 lbs./ft2.
  • The PAWS-500 must be located in a place that will be above freezing temperature.

Food Package Family of Four for One Year -Optional

A one-year food supply is available which consists of storable food packages with a wide variety of grains, soups, stews, fruits, vegetables, desserts, snacks and meat substitutes which are healthy, flavorful and affordable. Each package has dehydrated and freeze-dried food in 5-gallon buckets and #10 cans with a shelf life of 30 years. This package has over 3,000,000 calories. The food package weighs 1,600 lbs. and takes up a space of 4.5 ft. wide x 4.5 ft. long x 7 ft. high. The customer must purchase approximately 300 rolls of toilet paper personally since so many women are allergic to certain brands.

The B10 is a fully rated 900 ft3 basement shelter with performance data, radiation ratings, and a warranty. The B10 is a self-contained 1 psi NBCE shelter that is assembled in secret in the basement of a house. The B10 disaster shelter is designed to protect 5 adults indefinitely off-grid. The product was specifically designed and developed to protect people during and after disasters such as tornadoes, hurricanes, earthquakes, storms, forest fires, power failures, nuclear power plant accidents, nuclear/chemical terrorism, HEMP attacks, and full-scale protracted nuclear, chemical and biological war. A tremendous effort has been made to think of every conceivable incident that shelterists could face in the B10 shelter. The B10 includes all the steel beams to be assembled in a basement, all the steel shielding, door, SEAM NBC air filtration system, counter, kitchen sink, two full rated adult bunk beds, 12- volt battery system, DC electrical system, AC electrical system, all wiring, all plumbing, etc. The 92,000 lb. B10 is shipped in four open bed truck loads and off-loaded by hand into the basement through the basement windows and basement stairwell.

SHELTER FACILITIES

The B10 contains 900 ft3 and 150 ft2 floor space with headroom of 6 ft. There is ample light for reading anywhere in the shelter supplied by LED white lights. Fresh filtered air is brought into the shelter by a 12-volt air blower designed to operate 24 hours per day and supplies many times the breathing volume of air required by adults. This system has the advantage of maintaining constant shelter temperature, constant shelter oxygen levels, constant shelter carbon dioxide levels, and constant shelter moisture levels, plus it prevents overheating which is common with manual air blowers in warm climates. In addition, this electric blower air supply system works with all people including young children, people who are sick, people who are injured, people who are handicapped, and people who are elderly who may not be able to operate a manual blower system during a disaster. Exhausting of hot, moist, spent air is facilitated through the air exhaust duct near the ceiling.

ELECTROMAGNETIC PULSE -EMP

NORAD shelters are designed to meet MIL-STD-188-125A:” High Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based C4I Facilities Performing Critical, Time-Urgent Missions Part 1: Fixed Facilities” 17 July 1998. All mission essential equipment (MEE) vulnerable to EMP is mounted in a tested aluminum EMP shielded enclosure. All NORAD shelters are self-contained and not connected to the electrical grid. The only MEE equipment in the B10 shelter that are vulnerable to EMP are the inverter/charger, solar charge controller, and solar panels which are all mounted in an aluminum EMP shielded enclosure. The EMP shielded enclosures meet QQ-A-200/8, MIL-C-7438, MIL-T-10727, and shielding minimums of MIL-188-125. The shelter system also includes a 2 ft3 EMP vault to store other electronic components in such as laptops, radios, TV’s, CD player etc. The golden rule for EMP protection in underground shelters is, “DO NOT USE THE SHELTER HULL AS AN EMP SHIELD AND DO NOT USE THE EMP SHIELD AS A SHELTER”. The major problem in making underground shelters EMP safe, is dealing with all the POEs or “points of entry’ in underground shelter hulls that allow EMP to enter the shelter. Anything penetrating the hull such as entranceways, emergency escape tunnels, air inlet hoses, air outlet hoses, water hoses, electrical lines, and radio cables, etc., all need EMP shielded gaskets and/or EMP shielded air vents. Steel cannot usually be used as a Faraday Cage because it is not conductive enough. Electrical conductivity is measured in Siemens/meter (õ S/m). The minimum conductivity for a Faraday Cage to shield an EMP is 15,000,000 Siemens per meter. Steel has a conductivity of only 7,000,000 S/m so it is not conductive enough to effectively attenuate all EMP frequencies. Aluminum has a conductivity of 35,000,000 S/m and copper 60,000,000 S/m so both materials are very well suited for a Faraday Cage to effectively shield EMP. Bad welds, corroded welds, etc. in the shelter hull are all POEs making equipment in the shelter vulnerable to EMP. The NORAD approach to making an underground shelter EMP shielded, and a well-accepted military practice, is to assume the shelter hull is EMP transparent and shield each individual unit vulnerable to EMP. The POEs in a shielded enclosure for a few cables are small and can be easily shielded. Also, unlike underground shelters, EMP shielded enclosures can be tested individually. Underground shelters with certified EMP shielded enclosures for MEE (Minimum Essential Equipment) meet the MIL-188-125A Standard. All of the NORAD shelter models, have been reviewed for an EMP Protection Analysis by a Certified Electromagnetic Compatibility Engineer and a Certified Electrostatic Discharge Control Engineer and found to comply with MIL-STD-188-125A with shielded enclosures for MEE.

SOLAR POWER

The B10 Shelter is supplied with a 1 KW solar system and an AGM battery bank. During peace time, a 120 VAC battery charger maintains the battery bank. After an EMP event, the solar panels that have been stored in the supplied EMP shielded enclosure, can be put in place to supply power indefinitely. The NORAD EMP Shielded Power Cell can also be used to power the shelter and the whole house after an EMP attack or cyber-attack for long periods.

AC/DC INVERTER

Inverters convert DC power of the battery bank to 120 VAC power or house current. The inverter/charger is located inside an aluminum/nickel EMP shielded enclosure meeting QQ-A-200/8, MIL-C-7438, MIL-T-10727 and MIL-188-125 shielding.

SEPTIC SYSTEM

The B10 SHELTER is normally connected to the house septic tank.

S.E.A.M NBC AIR FILTRATION

The NORAD B10 has a modern air filtration system called a SEAM unit. (Severe Environment Air Module). The SEAM unit is unit is dedicated to the breathing air for life support. The Nuclear-Biological-Chemical or NBC S.E.A.M. is a “Bag-In/Bag Out” NBC air filtration system designed for long-term operation in severe NBC environments. The NBC filter housing is made of stainless steel. In order to qualify as a long-term NBC air filtration system for more than 30 days, the filter trays have to be able to be removed and replaced. The trays are replaced using a “bag in bag out” system so there is no human contact with the contaminated filter elements. On the front side of the filter housing is a vacuum dial gage which indicates when the filter is operating normally and when the filters need to be changed. In the case where the shelter is located near a nuclear air, ground, or surface burst detonation putting fallout into the atmosphere, any Pre-Filter in any air filtration system located in the shelter will become too radioactive and dangerous to the shelterists to keep in the filter housing even though the vacuum gage may read normal. The level of radioactivity in the filter comes from radioactive contaminants in the Pre-Filter and HEPA filter tray which can be measured by a radiation meter by just standing in front of the access doors and holding the radiation meter at the center of the access cover. When the reading is above 1 rad/hr., the Pre-Filter and maybe the HEPA filter should be changed. Almost all of the initial fallout will have fallen in the first 24 hours so changing these filters should automatically be implemented after this period. Specific procedures are found in the B10 OPERATOR MANUAL for replacing filter elements.

The SEAM system supplies 100 cfm of fresh NBC filtered air and operates 24 hours per day. The air filtration system consists of three stages of air filtration. The first stage is a disposable Pre-Filter to remove physical particles. The second stage is a filter tray of ASZM TEDA carbon to remove radioactive iodine gas and chemical warfare agents with a minimum residence time of 0.3 seconds. Each carbon tray weighs approximately 35 lbs. and can be changed by one person in approximately ten minutes. For extended Sealed Shelter Atmosphere durations, a Lithium Hydroxide carbon scrubber tray can be used. One Lithium Hydroxide tray will remove enough carbon dioxide for ten people to stay in the shelter for approximately 24 hours… The final stage is a HEPA filter to remove physical particles that are 0.3 microns and larger at 99.999% efficiency. The top of the NBC filter housing has a gas agent test port to test for chemical agents using the supplied Chemical Agent Test Kit. A radiation survey meter is also supplied.

Storage

Storage of food, toilet paper and other items is stored in the wall cavity and under the full bunk bed.

AIR MANIFOLDS

Air enters and exits the shelter through the air intake hood which is mounted on the outside of the house. The spent breathing air containing carbon dioxide, heat, moisture, and odors exits the shelter near the ceiling of the shelter at the opposite end to the SEAM air filtration system and exits to the atmosphere at ground level through the basement floor joist cavity.

WATER SUPPLY

The B10 is designed to accept water from a 1,000 gallon tank, supplied, and stored somewhere in the basement.

SEALED SHELTER ATMOSPHERE

When ground fires are present around the hatch, the air blower should not be turned on to bring in fresh air. During this time, the shelterists must breathe in a sealed shelter atmosphere. The safe duration time is based on a 3% carbon dioxide limit. The time it takes for the shelter atmosphere to reach this limit is a function of the number of shelterists, degree of physical activity of the shelterists, and the volume of the shelter above the floor. Sealed Shelter Atmosphere graphs are provided for each specific shelter.

PLUMBING SYSTEM

Water Filter-The shelter is equipped with a sub-micron water filter for all water used at the kitchen sink, shower, and toilet. The counter contains a large stainless-steel utility sink where dishes, clothes, and pets are washed. The sink, shower, and toilet, drain into a sewage lift station which transfers sewage up to the house septic system. The toilet room is in negative pressure 24 hrs./day venting all odors to the ground surface.

Toilet– The toilet used is a conventional flush toilet draining into the sewage lift station under the bathroom floor. The sewage is pumped up to the house septic tank through an internal and external hose.

Cooking –The NORAD B10 uses an alcohol stove.

RADIATION SHIELDING

The protection factor (PF) of a shelter is the ratio of a radiation dose over smooth ground which would be received by an unprotected person, compared to the dose that would be received by a person in a sheltered location. The B10 has a PF or Protection Factor of 256 which means a person inside the B10 would receive l/256th of the radiation outside of the shelter. The Half Value Layer Thickness (HVL) is the material thickness required to reduce the radiation dose to half. A PF of 256 is attained by 44 inches Earth, or 32.1 inches of concrete or 9.6 inches of steel, or 6.4 inches of lead. Radiation shielding from overhead in the B10 is provided by 9.6 inches of steel plate weighing 64,900 lbs. in the ceiling of the structure

The B10 has a TRS (Total Rems in Shelter) of 33 rems at 1 psi (2.5 miles from GZ of a 100 KT weapon). This 30-day dose is based on a 100 KT surface burst to maximize radiation fallout. (See of PRINCIPLES of PROTECTION, U.S. Handbook of NBC Weapon Fundamentals and Shelter Engineering Standards, Sixth Edition, 737 pp, 2013). A shelters’ radiation dose must always be connected to the shelter’s overpressure rating.

Based on the worst cancer cases (leukemia) from the Hiroshima and Nagasaki victims, a 10-rem dose may increase the cancer rates from the current rate of 352/100,000 up to 355/100,000. It should be kept in mind that the Hiroshima victims were totally unprepared and uneducated. They were malnourished and already suffering from many diseases during a critical wartime period where food, medical supplies, and other necessities were in short supply. In addition, they were not only exposed to heavy, acute external radiation doses but also internal radiation doses from eating contaminated food and inhaling radioactive fallout. Educated shelterists can avoid such damaging effects and can determine the radiation levels with a simple radiation survey meter supplied with the B10 along with a chemical agent detection kit. Any fallout shelter must be designed to operate off-grid for a minimum of 30 days which is the time it takes for the radiation level to return to normal.

Beware of Misinformation About Radiation Shielding

There are many old civil defense shelter drawings that instruct people how to build very inexpensive basement shelters. The problem is that they never state the outside radiation dose these shelters are designed to resist or how close to ground zero the shelter is designed to be located. Most have a protection factor or PF of 64 so the people inside the shelter would then receive 1/64th of the outside radiation dose. If the shelter is 5 miles away from a small 100 KT surface burst, the outside radiation dose would be approximately 6,379 rems. This means the people inside this shelter would receive 1/64th or 100 rems which is a sickly dose. They are cheap because they do not really provide much protection. Sickness doses may become lethal if medical help is not available.

INSTALLATION RIGHTS

U.S. citizens have a legal right to install a shelter. Under the second amendment of the United States Constitution, U.S. citizens are guaranteed the right to bear arms to provide protection in life threatening situations. Tornadoes, earthquakes, nuclear, biological, and chemical warfare fall under this amendment as life threatening forces. A disaster shelter falls under this classification as a defensive arm. The NORAD shelters are considered a temporary structure that can be redeployed to another location.

COMMUNICATIONS

The communications center consists of a HAM radio and scanner radio mounted inside a EMP shielded vault enclosure per MIL-STD-188-125, and two antennas are to be mounted on the roof of the house.

WARRANTY

NORAD SHELTER SYSTEMS LLC® Warranties that the structural parts of the B10 Disaster Shelter will not fail for 30 years provided that 1) the shelter is properly assembled, 2) the shelter is not exposed to excessive overpressure, 3) The structural parts of the shelter are not modified. 4) the shelter is maintained in compliance to the NORAD B10 SHELTER SYSTEMS’s Operator’s Manual. NORAD SHELTER SYSTEMS is continuously improving its designs and therefore reserves the right to change any specification without notice. We shall not be liable for any indirect or consequential damages, labor, or installation costs for any claim.

GENERAL SEQUENCE OF OPERATIONS

  1. The customer signs an Agreement with NORAD SHELTER SYSTEMS to manufacture, deliver, and install the shelter system.
  2. The shelter parts are shipped on four trucks to the job site and off-loaded by the NORAD crew into the basement.
  3. The crews assembles the shelter in the location chosen by the NORAD engineer and customer.
  4. The crew installs the steel radiation shielding barrier
  5. The shelter is fit-out with NBC air filtration system, power system, lights, toilet, counter, beds, etc.
  6. NORAD SHELTER SYSTEMS supervisor will run through Alpha trials with customer.

EMP SHIELDED POWER CELL (SPC)

The SPC is a disaster resistant diesel generator and tank EMP shielded to MIL-STD-188-125A:” High Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based C4I Facilities Performing Critical, Time-Urgent Missions Part 1: Fixed Facilities” 17 July 1998. The SPC was designed for Mission Critical Facilities, medical facilities, homes and businesses for long-term electric power durations as a result of an EMP attack and other disasters. The SPC is composed of a steel tank with a special compartment to accept diesel generators mounted inside the EMP shielded housing. The SPC does not require excavation. It sits on the ground on a concrete slab or wooden deck. Unlike conventional electric generating plants, the SPC will operate during and after hurricanes, tornadoes, civil unrest, and EMP events.

Generators range in size from 14 KW to 200 KW and all are slow speed 1800 RPM industrial water cooled-turbocharged generators with a service life of 25,000 hours on diesel engines and 15,000 hrs on generator heads. Fuel tanks sizes are 1,100, 3,000, 6000, and 10,000 gallons. The diesel generators have a fuel pump to draw fuel from above or underground storage tanks. The SPC is shipped in one piece and can be installed in one day.

In disaster situations diesel generators are the best power source even though they are much more expensive than gasoline and propane generators. Diesel engines burn 1/3 less fuel than gasoline and propane generators. Also, diesel is not flammable as a Class II fuel. After a disaster, people can forage to find diesel fuel and refuel without special skills or equipment, unlike propane. Diesel engines are also easy to service and usually have the dip stick, oil fill, air filter, fuel filter, etc. on one side making service easy.

The problem with conventional generators is 1) they are portable and therefore prone to theft during disaster situations. 2) Portable generators have very small short-term fuel tanks and can only provide power for a matter of hours. 3) Conventional generators are usually placed too close to the building or home and carbon monoxide fumes are drawn into the house. 4) Storing more than 5 gallons of fuel in any garage usually voids the home owner’s insurance and violates local fire department standards 5) Conventional generators are usually 3600 rpm generators and therefore make too much noise and have a short service life. 6) conventional generators are not designed to resist any type of flying debris. 7) conventional generators are not large enough to power most homes, especially if the home has central air conditioning. 8) conventional generators have absolutely no EMP shielding. 9) Conventional generators are usually normally aspirated, not turbocharged, so they struggle at higher elevations and burn too much fuel, 10) conventional above ground round tanks are usually not allowed in residential areas and often roll over during high winds if not secured properly to a concrete pad. 11) long-term diesel storage requires a circulating pump and filter to keep the diesel potent.

Secondary Containment is the secondary or outer tank and has a volume of at least 110% of the inner or primary tank. It is a separate tank designed to contain any leaks in the inner or primary tank. The primary tank of the SPC can be lifted out for repair using the lifting ears leaving the secondary tank in place. This option is usually only needed when the SPC is located within city limits or close to a lake or stream. A leak detection device is placed between the two tanks to detect leaks.

Carbon monoxide poisoning is the number one cause of accidental poisoning in the U.S. During the past decade many people were hospitalized for breathing carbon monoxide as a result of fuel-powered generators operating either in the basement or in the garage even with the garage door open. Buildings are not airtight. During light or heavy winds, the leeward side of the house creates negative pressure drawing in fumes from a portable generator inside the garage. When kitchen and bathroom exhaust fans operate, negative pressure is created in the building drawing in fumes from the generator. Carbon monoxide fumes are odorless and deadly because they interfere with the human body’s ability to process oxygen. Also during this time period, many people have suffered injuries from fires or explosions as a result of generators operating unsafely. Power lines, solar panels, and wind generators are usually the first structures damaged during high winds, which carry flying debris making these energy sources not dependable during emergency situations. Hurricane Maria hit Puerto Rico on September 26, 2017 and thousands of people were without power for months. The people that used conventional portable generators had to stand watch over the generator 24/7 because intruders were stealing the portable generators. Portable generators have handles and are light enough for one or two people to lift and carry away. The stationary generators that are used in the SPC’s weigh at least 850 lbs. and have no handles and they are mounted behind a lockable access door and the smallest SPC weighs over 4000 lbs. It requires a fork truck to remove the generator from the SPC. The largest threat today is from a high altitude EMP weapon detonated over the center of the United States which would cause the highest loss of life in history. It is this history that created the need to develop the NORAD SPC. NORAD LLC has been engineering and supplying high tech underground and above ground self-sufficient products for over 30 years using modern state-of-the-art computer aided drafting (CAD), computer aided engineering (CAE), and Finite Element Analysis (FEA).

Disasters

Between 2007 and 2017 FEMA issued 1,344 major disaster declarations for territories in the United States. This has averaged more than 11 major disasters each month affecting millions of people. Since 2000 the number and severity of disasters has risen, possibly due to global warming. The aftermath of disasters such as earthquakes, tornadoes, blackouts, fires, and hurricanes have created tremendous hardships on these people who were forced to live without electrical power for long periods of time.

Without electrical power:

There is no running water because water pumps require electricity.

There are no operable toilets, sinks, or showers because there is no running water.

There is no way of using heating furnaces because they require electricity to fire burners and operate blowers. Refrigerators and freezers also will not work.

There are no lights to allow normal living in the nighttime. Common flashlights and camping lights are only able to operate for a matter of hours.

Driving is extremely dangerous because traffic lights may not be operating. If the roads are free of fallen debris, and it is possible to drive to a fuel station, there is no way of getting fuel out of the ground because fuel pumps require electricity. So, it is not always possible to just drive over to the next town and get the necessary supplies.

The traditional portable generator placed outside the building is not weatherproof and not designed to resist fallen or flying debris. If it survives the disaster, it is not designed to operate for more than a few hours because the fuel tank is so small. If it operates inside, it often creates severe problems due to exhaust fumes, heat, vibration, noise, and overheating. Common portable generators are often stolen because they are so portable.

Power and Flying Debris

Rebuilding after disasters has been severely hampered by lack of electrical power. The buildings where power is available, are the first to get rebuilt, simply because electrical power is available making it possible to operate construction tools and equipment. The SPC is designed for 180 mph winds when empty and much higher with fuel in the tank. In tornado zones, it is recommended that the S.C.U.P.P. (Self-Contained Underground Power Plant) be considered to prevent all damage that can be caused from flying debris from tornadoes.

Cathodic Corrosion Protection System

Steel without corrosion protection lose 2 to 5% of its strength each year. The steel corrodes and weakens. A regular epoxy coating only slows down the corrosion process. The NORAD SPC’s use a dielectric (electrically insulating) epoxy coating coupled to a cathodic protection system with anodes which directs the electrical corrosion process to the anodes and stops the corrosion process on the SPC. This results in a constant pressure rating over the warranty period.

Air Manifolds

Air for combustion and cooling enters through the air intake hood on the generator access door and is exhausted through the air outlet hood on the generator housing. The generator housing access door has an external hinge to service the generator.

Long-Term Diesel Storage

The key to storing diesel for long periods is fourfold:

  1. Low Temperature

The SPC sitting on the concrete slab has significant surface area in contact with the cool concrete slab it rests on which will lower the temperature of the stored fuel approximately 20 deg. F. below average ambient temperature which is important to long-term fuel storage. Rigid foam insulation can also be bonded to the SPC roof to reduce the heating effect of the sun on the roof of the SPC in tropical climates.

  1. Diesel Additives
    1. Diesel emulsifier additives are really algicides which kill bacterial and fungal organisms that grow on the water in the diesel fuel. Add emulsifiers according to the diesel volume stored.
    2. Diesel Anti-Gel – Untreated Diesel fuel gels at 15 deg. F. The gel temperature can be reduced to -65 deg. F. by adding approximately 1 gallon of diesel anti-gel to each 1000 gallons of diesel during filling.

 

  1. Diesel Tank Circulation

Diesel fuel needs to be circulated and filtered in the diesel tank once each month. The SPC is supplied with a circulating pump with a water separator to remove water and a filter to remove bacteria and fungus. This filter system is mounted on the inside wall of the generator housing allowing the SPC to store diesel fuel for approximately 10 years. Conventional above ground tanks are usually round because that tank shape is so cheap to manufacture but it provides no contact with the ground to cool the diesel fuel. This is one factor limiting storage of most diesel fuels to one or two years.

 

  1. Carbon Dioxide

Oxidation on the fuel level surface can be prevented by maintaining a carbon dioxide layer on top of the fuel layer. This is accomplished by injecting carbon dioxide into the space between the top of the tank and the fuel level layer. Carbon dioxide as a gas is heavier than air will lower as the fuel layer lowers.

Air Blower

Cooling and combustion air is supplied by a 240-volt high-pressure blower producing cooling and combustion air sized for the generator. The incoming air is filtered by a common washable filter tray. The blower has an average life of 10,000 hours. It is activated 10 seconds after the generator starts.

Snow

During very heavy snows, the air inlet, and air outlet hoods may need to be cleared before starting. Once the generator is operating, the moving air will create “rabbit holes” in the snow as it accumulates allowing normal operation of the generator. Should either air manifold become blocked, the generator will overheat and automatically stop before damage results.

Flood

The SPC MUST be installed at least 2 feet above the 100-year flood plain. FEMA flood plain maps and/or a local surveyor can determine this level.

Generator Exhaust

The tube axial blower draws air in past the EMP filter and washable air filter and then across the engine, muffler, and radiator and then past the EMP vent and the outlet hood on the side of the SPC.

Automatic Off

The generator is equipped with a thermal switch, which will turn the generator off when it exceeds its maximum operating temperature. This may happen as a result of the blowers malfunctioning, low oil level, or if the air inlet/outlet manifolds becoming clogged.

Maintenance

Air manifolds – Make sure that the air manifolds and insect screens are clear from animal nests, bee nests, grass, snow, mud, etc.

Fuel – Use diesel anti-gel additive (or No. 1 diesel) and anti-bacterial additive as necessary.

Starting – Start the generator each month and run for a least 15 minutes.

Check the diesel tank visually for leaks.

Check oil level.

Check generator air filter.

Replace the fuel filter as required based on engines owner’s manual.

Check water level of battery.

Turn on the fuel circulating pump mounted on the wall next to the generator and operate for 15 minutes each month.

Operating Capacity

To determine the size generator required, add up all the running watts of all appliances that are expected to start and run at the same time. Electric motors require 2 to 3 times the name plate wattages created during the 1- to 2 second starting surge. If the SPC is intended for residential use, the governing appliances are usually the well water pump, refrigerator, and furnace. The battery bank option eliminates the surge requirement and allows the electrical needs to be met with the generator operating only 8-12 hours per day. Most homes with a 3000 ft2 of floor area and no central air conditioning usually require a 21 KW generator usually operating 12-16 hrs/day. Homes with a 3000 ft2 floor area that have a 4-6-ton central air conditioner usually require a 30-40 KW generator operating 12-16 hrs/day.

EMP SHIELDING

Conventional generators are manufactured with electronics in the ignition and fuel delivery system in the engine. This makes the engine vulnerable to functional damage from an EMP. The misconceptions about aluminum foil and various screens to form Faraday Cages covering generators DO NOT shield all the frequencies to the required decibel level of MIL-188-125 to protect the generator engine from functional damage. Any device not shielded to MIL-188-125 is not EMP shielded. There is no other standard. The SPC generator housing, access door, incoming and outgoing air, pipe penetrations, and cable penetrations are EMP shielded to MIL-STD-188-125A:” High Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based C4I Facilities Performing Critical, Time-Urgent Missions Part 1: Fixed Facilities” 17 July 1998. The air ducts are EMP shielded to allow air to pass into and out of the structure but blocks all the EMP frequencies to the proper decibel level from entering the SPC which could damage the electronics in the diesel engine. All POE’s (Points Of Entry) in the generator housing are shielded to exceed the minimum required shielding effectiveness of MIL-STD-188-125.

NON-CONVENTIONAL WIRING FOR EMP

In order for the SPC to supply power to a home or office after an EMP event, conventional electrical wiring to the powered structure, cannot be used. If the power from the SPC is connected to a conventional circuit breaker panel which is connected to the local power grid, it is vulnerable to functional damage caused by an EMP. The overhead and underground power lines longer than one mile collect EMP which is transferred to the circuit breaker panel and to anything electrically connected to it. A conventional automatic transfer switch can NOT be used. The best way to protect the SPC from EMP is to use a special 200 amp Manual Load Transfer Switch which has a large space between contacts to prevent EMP arcing. This will allow choosing which source of power the house or structure is powered from. This also prevents generator power from being input into the local power grid where electrical service people might be working on the power lines.

Shipping and Installation

The SPC is shipped in one piece by common carrier open bed and off-loaded by crane into position on to the customer’s concrete pad, precast pad, or wooden deck. Power from the SPC to the house is usually by an underground conduit to the building circuit breaker panel. The SPC has the same configuration shape as an air conditioner and usually poses no problems for local covenants like above ground round shop diesel tanks. The installation of the SPC, allowing people to Shelter In Place (SIP) falls under the US Second Amendment Rights, the Right to Bear Arms for protection. An earthquake, tornado, hurricane, power outage, and an EMP event are some of the events considered a threat by the US Government specified in the NATIONAL PLANNING SCENARIOS 2012, prepared for the US Department of Homeland Security. Home Owner’s Associations and local building officials have no sovereign immunity in matters of civil rights which are heard only in federal courts. In most municipalities, the concrete slab is considered a permanent structure but the wooden deck is not and allows the SPC to fall in the category of temporary emergency personal protection equipment, or a portable generator.

Warranty

NORAD SHELTER SYSTEMS LLC (NORAD) Warranties that the SPC will not structurally fail for 30 years provided that 1) the structure is not exposed to excessive overpressure 2) The structural parts are not modified 3) The structure is inspected, off-loaded, assembled, and installed in accordance with the company’s installation instructions. 4) the SPC is not subject to flying debris from high winds. The warranty does not apply to the parts and equipment that NORAD does not manufacture. These items are covered by the individual manufacturers. THE S10 GUARD NBCE DISASTER SHELTER

The S10 GUARD is a fully rated underground bomb shelter with performance data, pressure and radiation ratings, and a 30-50 year structural warranty. It is a totally self-contained 10 psi NBCE underground shelter. The S10 GUARD underground disaster shelter is designed to protect 5 adults indefinitely using solar power. The product was specifically designed and developed to protect people during and after disasters such as tornadoes, hurricanes, earthquakes, storms, forest fires, power failures, nuclear power plant accidents, nuclear/chemical terrorism, HEMP attacks, and full-scale protracted nuclear, chemical and biological war. A tremendous effort has been made to think of every conceivable incident that shelterists could face in the S10 GUARD shelter. The shelter includes the steel hull and steel entranceway, cathodic corrosion protection system, ship stairwell, hatch, SEAM air filtration system, septic tank, floor, counter, fiberglass shower, 12- volt battery system, DC electrical system, AC electrical system, all wiring, all plumbing, etc. The generator and inverter/battery charger are protected by a tested EMP Shielded Enclosures. DESIGN Patent Pending

The S10 GUARD is an efficient shape for people to operate in. The space for humans inside is more than 98% useful with a floor span of 10 ft. with an 8 ft. ceiling. It is known in the industry as P.O.P. The S10 GUARD was designed using CAD (computer aided drafting), CAE (computer aided engineering), and FEAM (3-dimensional finite element analysis and modeling). A shelterist in the S10 GUARD under heavy, direct effects from two 1-MT nuclear weapons, has at least the same probability of survival (99.7%) as a person living and working in peacetime. The structural shape of the S10 GUARD allows it to be a true pressure vessel for resistance to high external pressure. The S10 GUARD shelter system is based on 30+ years field experience with the Walton McCarthy’s successful P10, RC8 and CAT 25, and H10 Commander and H12 Admiral underground shelters.

SHELTER CONSTRUCTION

The 1,487 ft3 shelter hull is made of structural steel. The S10 GUARD hull is also epoxy dielectric coated all over the entire hull for superior corrosion resistance and connected to underground anodes. The entranceway is connected to the shelter hull through a seismic joint. The shelter is designed for 10 psi (pounds per square inch) external pressure resistance above the static earth load, without relying on earth arching. The floor is also smooth so it can be decontaminated since carpet is not allowed in an NBC shelter. All of these facilities function without outside electricity through the use solar panels charging a battery bank. The inside surface of the shelter hull is easily cleaned with common detergents and there is ample volume for food storage in the walls.

The S10 GUARD hull exterior and interior are painted prior to shipping. The inside epoxy white coating has excellent flame and smoke properties. The exterior epoxy coating has strong dielectric properties and excellent cathodic bonding and abrasion resistance properties. Underground corrosion is an electrical process and the shelter hull corrosion is virtually stopped by the Cathodic Protection System. A typical galvanized culvert or tank hull erodes over time requiring the shelter hull pressure rating to be de-rated 2-5% each year. With the S10 GUARD Cathodic corrosion protection system, the underground anodes connected to the bottom of the shelter are much more electrically conductive than the shelter hull so the anodes electrically erode instead of the shelter hull. The corrosion protection system is monitored by a meter mounted on the shelter inside wall indicating that the corrosion protection system is operating and when the anodes needs to be replaced. The corrosion protection system allows support of a 30-50 year structural warranty.

SHELTER FACILITIES

The S10 GUARD contains 1,487 ft3 and 125 ft2 floor space with 8 ft. of headroom and 8 ft. high wall space. This allows relatively normal living and a very spacious feeling. There is ample light for reading anywhere in the shelter supplied by LED white lights. Fresh filtered air is brought into the shelter by a 12-volt air blower designed to operate 24 hours per day and supplies many times the breathing volume of air required by adults. This system has the advantage of maintaining constant shelter temperature, constant shelter oxygen levels, constant shelter carbon dioxide levels, and constant shelter moisture levels, plus it prevents overheating which is common with manual air blowers in warm climates. In addition, this electric blower air supply system works with all people including young children, people who are sick, people who are injured, people who are handicapped, and people who are elderly who may not be able to operate a manual blower system during a disaster. Exhausting of hot, moist, spent air is facilitated through the air ceiling exhaust to the air manifold at ground level. This is an efficient method of exhausting spent air, especially when resisting intruder assaults is a critical factor of the shelter design.

ELECTROMAGNETIC PULSE -EMP

NORAD shelters are designed to meet MIL-STD-188-125A:” High Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based C4I Facilities Performing Critical, Time-Urgent Missions Part 1: Fixed Facilities” 17 July 1998. All mission essential equipment (MEE) vulnerable to EMP is mounted in a tested aluminum EMP shielded enclosure. All NORAD shelters are self-contained and not connected to the electrical grid. The only MEE equipment in the S10 GUARD shelter that are vulnerable to EMP are the inverter/charger, generator, and generator/battery bank controls, which are all mounted in an aluminum EMP shielded enclosure. The EMP shielded enclosures meet QQ-A-200/8, MIL-C-7438, MIL-T-10727, and shielding minimums of MIL-188-125. The shelter system also includes a 2 ft3 EMP vault to store other electronic components in such as laptops, radios, TV’s, CD player etc. The golden rule for EMP protection in S10 Guard Bomb Shelter Cross Section Undergroundunderground shelters is, “DO NOT USE THE SHELTER HULL AS AN EMP SHIELD AND DO NOT USE THE EMP SHIELD AS A SHELTER”. The major problem in making underground shelters EMP safe, is dealing with all the POEs or “points of entry’ in underground shelter hulls that allow EMP to enter the shelter. Anything penetrating the hull such as entranceways, emergency escape tunnels, air inlet hoses, air outlet hoses, water hoses, electrical lines, and radio cables, etc., all need EMP shielded gaskets and/or EMP shielded air vents. Steel cannot usually be used as a Faraday Cage because it is not conductive enough. Electrical conductivity is measured in Siemens/meter (õ S/m). The minimum conductivity for a Faraday Cage to shield an EMP is 15,000,000 Siemens per meter. Steel has a conductivity of only 7,000,000 S/m so it is not conductive enough to effectively attenuate all EMP frequencies. Aluminum has a conductivity of 35,000,000 S/m and copper 60,000,000 S/m so both materials are very well suited for a Faraday Cage to effectively shield EMP. Bad welds, corroded welds, etc. in the shelter hull are all POEs making equipment in the shelter vulnerable to EMP. The NORAD approach to making an underground shelter EMP shielded, and a well accepted military practice, is to assume the shelter hull is EMP transparent and shield each individual unit vulnerable to EMP. The POEs in a shielded enclosure for a few cables are small and can be easily shielded. Also, unlike underground shelters, EMP shielded enclosures can be tested individually. Underground shelters with certified EMP shielded enclosures for MEE (Minimum Essential Equipment) meet the MIL-188-125A Standard. All of the NORAD shelter models, have been reviewed for an EMP Protection Analysis by a Certified Electromagnetic Compatibility Engineer and a Certified Electrostatic Discharge Control Engineer and found to comply with MIL-STD-188-125A with shielded enclosures for MEE.

SOLAR POWER

The S10 GUARD Shelter is supplied with a 2 KW solar system with an AGM battery bank. During peace time, a single 100 watt solar panel can maintain the battery bank. After an EMP event, the 100 watt solar panel is considered sacrificed and 8 new large solar panels that have been stored in the supplied EMP shielded enclosure, can be put in place to supply power indefinitely. Shelter durations are based on 16 – 24 hours/day operation of the TV, DVD player, computer, radios etc.

AC/DC INVERTER

Inverters convert DC power of the battery bank to 120 VAC power or house current. The inverter/charger is located inside an aluminum/nickel EMP shielded enclosure meeting QQ-A-200/8, MIL-C-7438, MIL-T-10727 and MIL-188-125 shielding.

The S10 GUARD SHELTER is connected to a 1000 gallon septic tank (supplied) with a leach chamber system size based on the installation site percolation test. The septic system has an indefinite duration just like that of a conventional house.

S.E.A.M NBC AIR FILTRATION

The Nuclear-Biological-Chemical or NBC S.E.A.M. is a “Bag-In/Bag Out” (BIBO) NBC air filtration system designed for long-term operation in severe NBC environments. The NBC filter housing is made of stainless steel. HEPA and carbon trays are able to be removed and replaced. The trays are replaced using a “bag in bag out” system so there is no human contact with the contaminated filter elements. On the front side of the filter housing is a vacuum dial gage which indicates when the filter is operating normally and when the filters need to be changed. In the case where the shelter is located near a nuclear air, ground, or surface burst detonation putting fallout into the atmosphere, any pre-filter or HEPA filter in any air filtration system located in the shelter will become too radioactive and dangerous to the shelterists to keep in the filter housing even though the vacuum gage may read normal. The level of radioactivity in the filter comes from radioactive contaminants in the pre-filter or HEPA filter tray which can be measured by a radiation meter by just standing in front of the access doors and holding the radiation meter at the center of the access cover. When the reading is above 1 rad/hr., the HEPA filter should be changed. Almost all of the initial fallout will have fallen in the first 24 hours so changing the HEPA filters should automatically be implemented after this period. Specific procedures are found in the S10 GUARD OPERATOR MANUAL for replacing filter elements.

The SEAM system for life support is located between the bed and the kitchen sink and supplies 100 cfm of fresh NBC filtered air and operates 24 hours per day. The air filtration system consists of three stages of air filtration. The first is a pre-filter which removes the radioactive and non-radioactive fine dust. The second stage is the ASZM TEDA carbon adsorber which removes the radioactive iodine gas and chemical warfare agents with the required residence time of 0.25+ seconds. The third stage is the HEPA filter which removes physical particles that are 0.3 microns and larger at 99.999% efficiency. The HEPA filter will trap the biological agents traveling on any air borne particles. For extended Sealed Shelter Atmosphere durations, a Lithium Hydroxide carbon scrubber tray can be used. One Lithium Hydroxide tray will remove enough carbon dioxide for ten people to stay in the shelter for approximately 24 hours. The stainless steel NBC filter housing has a gas agent test port to test for chemical agents using the supplied Chemical Agent Test Kit without leaving the shelter. A radiation survey meter and chemical agent test kit is also supplied.

Storage

The S10 GUARD has 110 lineal feet of shelving that is 11 inches wide and 18 inches high. There are 10 bays in the walls of the shelter hull. Each bay can store 8- 5 gallon buckets and 20 No. 10 cans plus toilet paper, clothing, tools, and other items. A key feature of the S10 GUARD is that it has enough floor space and efficient wall geometry to allow equipment, such as equipment and furniture, to be placed against the wall at the edge of the floor.

S10 Guard Bomb Shelter Air Manifold Patent PendingAIR MANIFOLDS

Air enters and exits the shelter through the air manifold assembly. The spent breathing air containing carbon dioxide, heat, moisture, and odors exits the shelter at the ceiling of the shelter at the opposite end to the SEAM air filtration system and exits to the atmosphere at ground level through the screened openings in the air manifold steel dome. Air enters the shelter through a separate air manifold assembly. The pipe flange at the bottom of the air manifold assembly is connected to a seismic joint which connects to the shelter hull to prevent shear damage during ground shock.

ENTRANCEWAY SEISMIC JOINT

The connection between the entranceway and the hull is made through a double axis seismic joint. This allows the entranceway to move independently without overstressing the hull end wall. The entranceway can be located within the frost line, while the shelter is well below the frost line. This creates tremendous stresses during winter months when the entranceway is forced up 0.5 – 1.25 inches due to frozen ground. The seismic joint removes these stresses by allowing vertical and lateral movement of the entranceway to maintain structural integrity during rolling ground motion from severe ground shock.

WATER SUPPLY

The S10 GUARD is designed to accept water from dedicated water well powered by the shelter power system, not powered on the local power grid, to prevent water pump damage from a HEMP weapon. There are also optional 2500 gallon underground water tanks which supplies a six month duration for 6 people.

S10 Guard Bomb Shelter Emergency Hatch (closed)STANDARD ENTRANCEWAY

The standard entranceway is a 60 deg. 36 inch diameter entranceway with a 30 in diameter clear opening, is usually used for emergency escape and is connected to the shelter though a seismic joint. The 30 inch diameter clear opening manhole allows large people to enter the shelter quickly. The hatch cover is spring loaded to open and requires approximately 10 lbs. of force to pull closed. The hatch can withstand 350 mph winds and has no surfaces exposed to projectiles.

The hatch is made of structural steel and can withstand a fire reaching 1700oF for one hour while maintaining its structural integrity in compliance to ASTM E119. Although the hatch is not impenetrable, it is specifically designed to resist seven basic assaults from people trying to break into the shelter in compliance to P.O.P.

S10 Guard Bomb Shelter Walk In Hatch (open)WALK IN ENTRANCEWAY 45 DEG.

The optional walk in entranceway is through a 72 inch diameter tunnel at a 45 degree angle connected to the shelter through a seismic joint. The flush steel hatch at ground level is aerodynamically smooth with a clear opening of 30 inches x 60 inches. There is nothing for flying debris to hit and the hatch can withstand 350 mph winds and is designed to protect the shelter from a fire reaching 1700oF for one hour while maintaining its structural integrity in compliance to ASTM E119.

HATCH EXTERIOR AND INTERIOR LOCK

The S10 GUARD hatch opens from the outside with a special mechanical key that cannot be made from a locksmith. When the shelter is unoccupied, a mechanical hasp and padlock is used. When the shelter is entered, the hasp and padlock are taken into the shelter. When inside the shelter, the hatch can be closed by turning a dog lever and inserting a locking pin. The hatch cover is designed to resist 5 psi negative pressure (5,000 lbs.) of uplifting force caused by the negative pressure of a tornado or explosion and 40 psi (20,000 lbs.) of overpressure. The average time it takes for untrained or inexperienced people to enter the shelter is approximately 5-10 seconds per person.

SHELTER DEFENSE

The S10 GUARD is not impenetrable but is difficult to break into while shelterists are inside.

INTRUDER ASSAULT HATCH AND AIR MANIFOLD RESISTANCE
1. Intruder trying to break into hatch using sledgehammer, hatchets, and guns. The steel hatch and air manifold resists hammer and hatchet assaults
2. Intruder trying to clog the air intake/outlet manifold to suffocate the shelterists thus forcing them outside. Shelterists can wait in safety in the shelter for many hours in sealed shelter atmosphere while the intruder is exposed to the outside danger.
3. Intruder trying to suffocate shelterists by creating a fire on top of the hatch or air manifold thus forcing the shelterists outside. The hatch and air manifold are resistant to fire up to 1700 F. and the shelterists can breathe normally inside the shelter based on sealed shelter atmosphere.
4. An intruder trying to run over the shelter or hatch with an automobile or truck. A vehicle running over the hatch or air manifold will still allow both to serve their function. If this vehicle becomes a threat, the Emergency Escape System can be used.
5. An intruder trying to drown shelterists by forcing water into the air inlet/out. The air inlet and outlet are baffled to prevent this type of assault.
6. An intruder trying to attach rope onto the hatch or air manifolds to damage or pull it out of ground. The hatch is a smooth design with no projections to easily attach to.

S10 Guard Bomb Shelter Sealed Shelter AtmosphereSEALED SHELTER ATMOSPHERE

When ground fires are present around the hatch, the air blower should not be turned on to bring in fresh air. During this time, the shelterists must breathe in a sealed shelter atmosphere. The safe duration time is based on a 3% carbon dioxide limit. The time it takes for the shelter atmosphere to reach this limit is a function of the number of shelterists, degree of physical activity of the shelterists, and the volume of the shelter above the floor. Sealed Shelter Atmosphere graphs are provided for each specific shelter.

S10 Guard Bomb Shelter Blast ValvesINTERNAL PRESSURE CONTROL

The S10 GUARD uses 8 inch diameter stainless steel blast valves to prevent blast overpressure or underpressure from pressurizing the shelter injuring people. The valves are located inside the shelter where they can be easily serviced. These valves are normally open and close from blast overpressure or negative pressure maintaining the normal shelter atmosphere. The air inlet and outlet openings are also sized to allow overpressure choking as a redundant system. Blast valves are located inside the shelter directly above the SEAM air filtration unit and on the air outlet on the ceiling.

PLUMBING SYSTEM

Water Filter-The shelter is equipped with a sub-micron water filter for all water used at the sink, shower, and toilet. Two of the batteries will supply enough power to pump approximately 1000 gallons of filtered water from the tank or water well. The counter contains a large stainless steel utility sink where dishes, clothes, and pets are washed. The sink, shower, and toilet, drain into a sewage lift station which transfers sewage up to a high pressure septic system. The bath room is under negative pressure 24 hours per day venting all spent air and odors to the ceiling air outlet connected to the air manifold at the ground surface.

Fittings– The shelter entranceway contains NPTF thru-hull couplings below ground level, for plumbing and electrical connection to the water tank or well and bringing in antenna lines or a phone line.

Toilet– The toilet used is a conventional flush toilet draining into the sewage lift station under the shelter floor. The sewage is pumped up to the septic tank through an internal and external hose.

Shower– The one piece fiberglass shower stall allows all water from the shower head to drain into the sewage lift station. NBC decontamination is performed in this shower using the supplied decontamination solution and spray bottle.

Cooking –The S10 uses an alcohol cooking stove and includes 10 gallons of methanol.

RADIATION SHIELDING

The protection factor (PF) of a shelter is the ratio of a radiation dose over smooth ground which would be received by an unprotected person, compared to the dose that would be received by a person in a sheltered location. For example, a PF of 40 means that a person would receive l/40th the radiation in a shelter compared to the radiation that he would receive unprotected. A PF of l00 = l/100th. This is the fraction of radiation that a shelterist would receive from overhead (not accounting for radiation entered through the entranceway). The PF alone should never be used to determine the radiation entering a blast shelter. The Half Value Layer Thickness (HVL) is the material thickness required to reduce the radiation dose to half. Earth has an HVL of 5.5 inches and concrete has an HVL of 4.7 inches will reduce the radiation dose to half.

Radiation shielding from overhead in the S10 GUARD is provided by 72 inches of earth at the crown of the shelter ceiling. With a TRS (Total Rems in Shelter at the shelter entrance) of 5 rems at 10 psi (0.6 miles from GZ of a 100 KT weapon), the shelterist would be safe. This 30 day dose is based on a 100 KT surface burst to maximize radiation fallout. (See of PRINCIPLES of PROTECTION, U.S. Handbook of NBC Weapon Fundamentals and Shelter Engineering Standards, Sixth Edition, 737 pp, 2013). A shelters’s radiation dose must always be related to the shelter’s overpressure rating.

Based on the worst cancer cases (leukemia) from the Hiroshima and Nagasaki victims, a 10-rem dose may increase the cancer rates from the current rate of 352/100,000 up to 355/100,000. It should be kept in mind that the Hiroshima victims were totally unprepared and uneducated. They were malnourished and already suffering from many diseases during a critical wartime period where food, medical supplies, and other necessities were in short supply. In addition, they were not only exposed to heavy, acute external radiation doses but also internal radiation doses from eating contaminated food and inhaling radioactive fallout. Educated shelterists can avoid such damaging effects and can determine the radiation levels with a simple radiation survey meter supplied with the S10 GUARD along with a chemical agent detection kit.

Emergency Escape

In the event that heavy debris falls on the hatch cover and the radios are not able to bring help to clear the hatch, emergency escape procedures can be implemented. The S10 GUARD uses a manually operated mechanical jack to force the hatch open. The 18 inch long handle will require 50 lbs. downward force to generate 8,000 pounds of uplifting force.

INSTALLATION RIGHTS

U.S. citizens have a legal right to install an underground shelter. Under the second amendment of the United States Constitution, U.S. citizens are guaranteed the right to bear arms to provide protection in life threatening situations. In 2006, FEMA released the National Planning Scenarios listing nuclear, biological, and chemical weapons as credible disasters that federal, state, and local municipalities should develop a preparedness plan for. A disaster shelter falls under this classification as a defensive arm against natural and man-made disasters listed in this government report. The NORAD shelters are considered a temporary and emergency structure that can be redeployed to another location. Denying a permit for such a life saving device such as a shelter is a violation of civil rights and local government officials are NOT protected by sovereign immunity that they normally operate under and each building official is personally liable. A Civil Right’s Attorney is used by the customer in any legal conflict.
