Using the J20 Shelter for Tornadoes and Hurricanes

The J20 is designed and equipped to be occupied before the disaster arrives. It is designed to encourage owners not to follow the “OZ” method of protection: waiting to shelter until the last moment, then running their fastest straight into deadly flying debris. With 904 ft3 volume and 103 ft2 floor space, the J20 is large enough for pre-disaster use. It is installed with a solar-powered battery that charges the lighting, air blower and hazard alert radio. The sitting area is comfortable, with no long-term crouching or standing required. You can get inside the shelter before the tornado reaches your home, which is the only safe time to protect yourself

Protection from 350 mph Flying Debris

Flying debris is the main cause of tornado injuries and deaths. When people avoid hot, cramped conventional shelters until the tornado funnel is in sight they are more likely to get hit by flying debris on their way to the shelter. The NORAD goal is to get people to shelter PRE-DISASTER by supplying a spacious shelter environment, lighting, fresh air, seating and a comfortable temperature.

Underground Safety

An above ground tornado shelter meeting FEMA 361 and ICC 500 2014 missile guidelines must withstand a 15 lb. 2×4 traveling at 100 mph. A tornado can hurl a 3,000 lb. car at 220 mph. The NORAD J20 tornado shelter is superior to ICC 500 2014 missile guidelines because the shelter is underground where flying debris cannot reach it.

J20 Disaster Shelter Construction

The J20 is made of structural steel in compliance to American Society of Testing and Materials (ASTM) and PRINCIPLES of PROTECTION engineering standards. Steel was chosen as the optimum material because of its extremely high resiliency. Steel can be cathodically protected and it can be shaped into a compound curved structure.

In addition, one of the greatest characteristics of steel is its ability to “remain intact” if overstressed. The inside of the shelter is smooth, curved, and white to create maximum brightness with minimal light. All of these facilities function without outside electricity through the use of a 2 12-volt, deep-cycle AGM batteries. The inside surface is easily cleaned with common detergents and is easily repaired.

The 5 psi external pressure resistance, with no earth arching, is constant over the 50 year warranty and does not have to be de-rated each year like conventional steel structure with no corrosion protection. Steel also forms a complete vapor barrier which provides a dry atmosphere when placed below ground and is also a barrier against radon and methane gas found is most soils. It has also proven to be sound in the underground storage tank industries.

Shelter Facilities

The J20 contains 904 cubic feet with 6′-2″ to 8 ft. of headroom. This allows people to stand up or sit down on the benches. There is ample light for reading anywhere in the shelter supplied by an LED light located near the shelter ceiling.

Fresh Air

Fresh air is brought into the shelter by a 12-volt 200 CFM air blower mounted to a screened air inlet manifold and designed to operate 24 hours. The blower supplies many times the breathing volume of air required by adults and produces a complete air change inside the shelter every 4.5 minutes. This system has the advantage of maintaining constant shelter temperature, constant shelter oxygen levels, constant shelter carbon dioxide levels, and constant shelter mois­ture levels, plus it prevents overheating. Exhausting of hot, moist, spent air is facilitated through the screened air outlet at the highest point in the shelter where it exits the shelter. This is the most efficient geometry for exhausting spent air.

Shelter Electrical Power

Two 140 AH AGM batteries provide power for 24 hours of operation. The normal loss of battery power is approximately 1.5% per month when the battery charger is not operating. A photovoltaic panel (solar panel) is supplied to maintain the battery charge level. An optional 6-amp 115 volt AC controlling battery charger can be mounted in the shelter to maintain the battery charge from outside AC power. A thru-hull coupling in the shelter entranceway is used to connect an underground cable from the shelter to the nearest power supply.

Shelter Hatch

The J20 is supplied with a commercial steel hatch with a 30 inch diameter clear opening. The hatch and air manifolds are recessed below ground level so the hatch is protected from flying debris. The hatch is locked when the shelter is not in use. The lock is a heavy plate hasp and padlock which are removed and taken into the shelter.

Cathodic Corrosion Protection System

A buried galvanized tank or steel culvert becomes unsafe over time. Underground tornado shelter protection is superior to above ground concrete protection, but not if corrosion safeguards are missing. Underground steel without corrosion protection loses 2 to 5% of its strength each year. The steel corrodes and weakens. A regular epoxy coating only slows down the corrosion process. The NORAD tornado shelter dielectric (electrically insulating) epoxy coupled to a cathodic protection system with anodes directs the electrical corrosion process to the anodes and stops the corrosion process. Since corrosion is a natural process, tornado shelter companies only warranting their product against “defects in workmanship” can disclaim responsibility when tornado shelter owners report hull weakening, leaving owners with shelters too corroded and therefore unsafe to use.

Ground Fires and Sealed Shelter Atmosphere

When ground fires are present around the hatch, the air blower should NOT be turned on to bring in fresh air. During this time, the shelterists must breathe in a sealed shelter atmosphere. The safe duration time is based on a 3% carbon dioxide limit. The time it takes for the shelter atmosphere to reach this limit is a function of the number of shelterists, degree of physical activity of the shelterists, and the volume of the shelter above the floor. This duration is shown in the adjacent graph for adults performing mild work producing 0.67 ft3 of carbon dioxide per hour. For locations subject to forest fires, a carbon dioxide scrubber option is recommended extending the sealed shelter atmosphere 24 hours for 6 people. Shelters ordered for forest fires will be manufactured with a heat shield on the underside of the hatch.

J20 Disaster Shelter Design

The J20 is a third generation Storm Shelter designed and developed by Walton W. McCarthy, M.E., author of PRINCIPLES of PROTECTION, U.S. Handbook of NBC Weapon Fundamentals and Shelter Engineering Standards, Sixth Edition 2013, Brown Books. Principles of Protection is the United State’s bible on shelter engineering. It’s available on Amazon and several other online book stores.

McCarthy’s nuclear protection shelter and disaster shelter engineering history is documented on wikipedia.org. McCarthy has over 40 years’ experience designing “high-tech” underground shelters.

The J20 was designed using CAD (computer aided drafting), CAE (computer aided engineering), and FEAM (3-dimensional finite element analysis and modeling). The tube dome shape of the J20 allows it to be a true pressure vessel for resistance to high external pressure and full height water tables. The J20 shelter system is based on 40 years field experience with McCarthy’s successful CAT 25, H10 Commander, and H12 Admiral underground shelters.

Jupiter 20 Wind Protection from Tornadoes and Hurricanes

We use the Enhanced Fujita Tornado Scale (EF) and the Saffir-Simpson Hurricane Wind Scale (SSWS) to describe tornadoes and hurricanes. The EF wind speeds are actually not measured, but are an educated guess inferred from the Beaufort Wind Scale combined with the observed tornado damage. The SSWS wind speeds are based on wind speed measurements.

The original Fujita Scale was replaced in 2007. Under that system an F5 tornado topped out 317 mph 3 second gust. Under the EF scale, an EF5 tornado is described as a 3 second gust “greater than 200 mph” with an upper bound of 220 mph. The SSWS top Category 5 hurricane has sustained winds “greater than 157 mph.”

GROUND ZERO PROTECTION WITH NO POST-HURRICANE REPAIRS

Second Amendment Rights

U.S. citizens have a legal right to install a shelter. Under the second amendment of the United States Constitution, U.S. citizens are guaranteed the right to bear arms to provide protection in life threatening situations. Tornadoes, hurricanes, fires and earthquakes fall under this amendment as life threatening forces. A Storm Shelter falls under this classification as a defensive arm. The NORAD J20 Disaster Shelter does not have a foundation or running water and therefore usually does not fall under the local building codes.

Americans have the right to defend themselves.

Shelter Installation

The J20 should be installed so the hatch is at least one foot above the 100 year flood plain or two feet above the 100 year storm surge.

Summary of Shelter Installation Steps

The excavator digs a hole that is 20 ft wide, 20 ft. long and 11.5 ft. deep.

1-3 inches of pea stone or sand is place on the bottom center of the hole and leveled.

The crane lifts the 10,500 lb. J20 off of the truck, tracks it back to the excavated hole, and lowers the J20 into the hole.

The shelter is leveled at the proper height at the bottom of the hole by shoveling pea stone under the bottom of the shelter gravity flange.

The shelter is then backfilled with 20 yards of pea stone to be shoveled under the base. If sand is used, it must be compacted with a “Jumping Jack” or watered. After this stage, the surrounding soil can be used for backfill and must be compact­ed evenly around the shelter.

When the backfilling reaches 12 inches below ground level, the thru-hull coupling can be used to connect the shelter to outside power, telephone lines, antenna lines etc.

Backfill­ing continues to the original ground level. Back­filling usually requires approximately 4 hours.

Warranty

NORAD Shelter Systems LLC® Warranties that the hull of the J20 Disaster Shelter will not structurally fail for 50 years provided that 1) the shelter is not exposed to excessive overpressure 2) The structural parts of the shelter are not modified 3) The shelter is inspected, off-loaded, assembled, backfilled and installed in accordance with the company’s installation instructions; 4) structures are not built on top of the shelter. NORAD further warranties that any significant damage to the shelter or hatch from a tornado will be covered during this warranty period. The warranty does not apply to the parts and equipment that NORAD does not manufacture. These items are covered by the individual manufacturers. NORAD Shelter Systems LLC® is continuously improving its product and therefore reserves the right to change any specification without notice. Our liability under this warranty shall be limited to, at our option, repair of the shelter, or delivery of a replacement shelter to the point of original delivery, or refund of the original purchase price. We shall not be liable for any indirect or consequential damages, labor, or installation costs.

The only Jupiter 20 element exposed to the storm is the hatch, which NORAD will replace in the very unlikely case that it sustains storm damage. Because the hatch is horizontal and at ground level it is not subject to flying debris. The hull is underground where it can’t be hit. The Jupiter 20 tornado shelter protects you from the deadliest part of the storm: the flying debris. Even a car landing on the shelter spot will not hurt the shelter or the people inside.

Using the J10 Shelter for Tornadoes and Hurricanes

The J10 is designed and equipped to be occupied before the disaster arrives. It is designed to encourage owners not to follow the “OZ” method of protection: waiting to shelter until the last moment, then running their fastest straight into deadly flying debris. With 263 ft3 volume and 30 ft2 floor space, the J10 is large enough for pre-disaster use. It is installed with a solar-powered battery that charges the lighting, air blower and hazard alert radio. The sitting area is comfortable, with no long-term crouching or standing required. You can get inside the shelter before the tornado reaches your home, which is the only safe time to protect yourself.

Protection from 350 mph Flying Debris

Flying debris is the main cause of tornado injuries and deaths. When people avoid hot, cramped conventional shelters until the tornado funnel is in sight they are more likely to get hit by flying debris on their way to the shelter. The NORAD goal is to get people to shelter PRE-DISASTER by supplying a spacious shelter environment, lighting, fresh air, seating and a comfortable temperature.

Underground Safety

An above ground tornado shelter meeting FEMA 361 and ICC 500 2014 missile guidelines must withstand a 15 lb. 2×4 traveling at 100 mph. A tornado can hurl a 3,000 lb. car at 220 mph. The NORAD J10 tornado shelter is superior to ICC 500 2014 missile guidelines because the shelter is underground where flying debris cannot reach it.

J10 Disaster Shelter Construction

The J10 is made of structural steel in compliance to American Society of Testing and Materials (ASTM) and PRINCIPLES of PRO¬TECTION engineering standards. Steel was chosen as the optimum material because of its extremely high resiliency. Steel can be cathodically protected and it can be shaped into a compound curved structure.
In addition, one of the greatest characteristics of steel is its ability to “remain intact” if overstressed. The inside of the shelter is smooth, curved, and white to create maximum brightness with minimal light. All of these facilities function without outside electricity through the use of a 12-volt, deep-cycle AGM battery. The inside surface is easily cleaned with common detergents and is easily repaired.
The 5 psi external pressure resistance, with no earth arching, is constant over the 50 year warranty and does not have to be de-rated each year like conventional steel structures with no corrosion protection. Steel also forms a complete vapor barrier which provides a dry atmosphere when placed below ground and is also a barrier against radon and methane gas found is most soils. It has also proven to be sound in the underground storage tank industries.

The J10 contains 263 cubic feet with 6′-2″ to 8.5 ft. of headroom. This allows people to stand up or sit down on the benches. There is ample light for reading anywhere in the shelter supplied by an LED light located near the shelter ceiling.

Fresh Air

Fresh air is brought into the shelter by a 12-volt 100 CFM air blower mounted to a screened air inlet manifold and designed to operate 24 hours. The blower supplies many times the breathing volume of air required by adults and produces a complete air change inside the shelter every 3 minutes. This system has the advantage of maintaining constant shelter temperature, constant shelter oxygen levels, constant shelter carbon dioxide levels, and constant shelter moisture levels, plus it prevents overheating. Exhausting of hot, moist, spent air is facilitated through the screened air outlet at the highest point in the shelter where it exits the shelter. This is the most efficient geometry for exhausting spent air.

Shelter Electrical Power

One 140 AH AGM battery provides power for 24 hours of operation. The normal loss of battery power is approximately 1.5% per month when the battery charger is not operating. A photovoltaic panel (solar panel) is supplied to maintain the battery charge level. An optional 6-amp 115 volt AC controlling battery charger can be mounted in the shelter to maintain the battery charge from outside AC power. A thru-hull coupling in the shelter entranceway is used to connect an underground cable from the shelter to the nearest power supply.

Shelter Hatch

The J10 is supplied with a commercial steel hatch with a 30 inch diameter clear opening. The hatch and air manifolds are recessed below ground level so the hatch is protected from flying debris. The hatch is locked when the shelter is not in use. The lock is a heavy plate hasp and padlock which are removed and taken into the shelter.

Cathodic Corrosion Protection System

A buried galvanized tank or steel culvert becomes unsafe over time. Underground tornado shelter protection is superior to above ground concrete protection, but not if corrosion safeguards are missing. Underground steel without corrosion protection loses 2 to 5% of its strength each year. The steel corrodes and weakens. A regular epoxy coating only slows down the corrosion process. The NORAD tornado shelter dielectric (electrically insulating) epoxy coupled to a cathodic protection system with anodes directs the electrical corrosion process to the anodes and stops the corrosion process. Since corrosion is a natural process, tornado shelter companies only warranting their product against “defects in workmanship” can disclaim responsibility when tornado shelter owners report hull weakening, leaving owners with shelters too corroded and therefore unsafe to use.

Ground Fires and Sealed Shelter Atmosphere

When ground fires are present around the hatch, the air blower should NOT be turned on to bring in fresh air. During this time, the shelterists must breathe in a sealed shelter atmosphere. The safe duration time is based on a 3% carbon dioxide limit. The time it takes for the shelter atmosphere to reach this limit is a function of the number of shelterists, degree of physical activity of the shelterists, and the volume of the shelter above the floor. This duration is shown in the adjacent graph for adults performing mild work producing 0.67 ft3 of carbon dioxide per hour. For locations subject to forest fires, a carbon dioxide scrubber option is recommended extending the sealed shelter atmosphere 24 hours for 6 people. Shelters ordered for forest fires will be manufactured with a heat shield on the underside of the hatch.

J10 Disaster Shelter Design

The J10 is a third generation Storm Shelter designed and developed by Walton W. McCarthy, M.E., author of PRINCIPLES of PROTECTION, U.S. Handbook of NBC Weapon Fundamentals and Shelter Engineering Standards, Sixth Edition 2013, Brown Books. Principles of Protection is the United State’s bible on shelter engineering. It’s available on Amazon and several other online book stores.

McCarthy’s nuclear protection shelter and disaster shelter engineering history is documented on wikipedia.org. McCarthy has over 40 years’ experience designing “high-tech” underground shelters.

The J10 was designed using CAD (computer aided drafting), CAE (computer aided engineering), and FEAM (3-dimensional finite element analysis and modeling). The tube dome shape of the J10 allows it to be a true pressure vessel for resistance to high external pressure and full height water tables. The J10 shelter system is based on 40 years field experience with McCarthy’s successful CAT 25, H10 Commander, and H12 Admiral underground shelters.

Jupiter 10 Wind Protection from Tornadoes and Hurricanes

We use the Enhanced Fujita Tornado Scale (EF) and the Saffir-Simpson Hurricane Wind Scale (SSWS) to describe tornadoes and hurricanes. The EF wind speeds are actually not measured, but are an educated guess inferred from the Beaufort Wind Scale combined with the observed tornado damage. The SSWS wind speeds are based on wind speed measurements.

The original Fujita Scale was replaced in 2007. Under that system an F5 tornado topped out 317 mph 3 second gust. Under the EF scale, an EF5 tornado is described as a 3 second gust “greater than 200 mph” with an upper bound of 220 mph. The SSWS top Category 5 hurricane has sustained winds “greater than 157 mph.”

Second Amendment Rights

U.S. citizens have a legal right to install a shelter. Under the second amendment of the United States Constitution, U.S. citizens are guaranteed the right to bear arms to provide protection in life threaten­ing situations. Tornadoes, hurricanes, fires and earthquakes fall under this amendment as life threatening forces. A Storm Shelter falls under this classification as a defensive arm. The NORAD J10 Disaster Shelter does not have a foundation or running water and therefore usually does not fall under the local building codes.

Americans have the right to defend themselves.

Shelter Installation

The J10 should be installed so the hatch is at least one foot above the 100 year flood plain or two feet above the 100 year storm surge. The J10 can be installed in a backyard or under a garage concrete floor. Garage installations are easiest before the garage footings are poured. Normally the shelter is installed on the center line of each car bay in the garage or between the two bays so the hatch is positioned between the two front tires of the car. This will work as long as the inside distance between the tires is greater than 40 inches. When entering the shelter during high wind use, the garage door should be opened at least 6 inches to allow fresh air to enter the garage where both inlet and outlet exchange air must take place for life support.

Summary of Shelter Installation Steps

The excavator digs a hole that is 12 ft wide, 12 ft. long and 8.5 ft. deep.

1-3 inches of pea stone or sand is place on the bottom center of the hole and leveled.

The excavator lifts the 3,500 lb. J10 off of the truck, tracks it back to the excavated hole, and lowers the J10 into the hole.

The shelter is leveled at the proper height at the bottom of the hole by shoveling pea stone under the bottom of the shelter gravity flange.

The shelter is then backfilled with 10 yards of pea stone to be shoveled under the base. If sand is used, it must be compacted with a “Jumping Jack” or watered. After this stage, the surrounding soil can be used for backfill and must be compact­ed evenly around the shelter.

When the backfilling reaches 12 inches below ground level, the thru-hull coupling can be used to connect the shelter to outside power, telephone lines, antenna lines etc.

Backfill­ing continues to the original ground level. Back­filling usually requires approximately 4 hours.

Warranty

NORAD Shelter Systems LLC® Warranties that the hull of the J10 Disaster Shelter will not structurally fail for 50 years provided that 1) the shelter is not exposed to excessive overpressure 2) The structural parts of the shelter are not modified 3) The shelter is inspected, off-loaded, assembled, backfilled and installed in accordance with the company’s installation instructions; 4) structures are not built on top of the shelter. NORAD further warranties that any significant damage to the shelter or hatch from a tornado will be covered during this warranty period. The warranty does not apply to the parts and equipment that NORAD does not manufacture. These items are covered by the individual manufacturers. NORAD Shelter Systems LLC® is continuously improving its product and therefore reserves the right to change any specification without notice. Our liability under this warranty shall be limited to, at our option, repair of the shelter, or delivery of a replacement shelter to the point of original delivery, or refund of the original purchase price. We shall not be liable for any indirect or consequential damages, labor, or installation costs.

The only Jupiter 10 element exposed to the storm is the hatch, which NORAD will replace in the very unlikely case that it sustains storm damage. Because the hatch is horizontal and at ground level it is not subject to flying debris. The hull is underground where it can’t be hit. The Jupiter 10 tornado shelter protects you from the deadliest part of the storm: the flying debris. Even a car landing on the shelter spot will not hurt the shelter or the people inside.
