This is completely false. The entire shelter does not need to be shielded; only the mission essential equipment, if any, needs to be protected from HEMP. Any shelter regardless of the shelter hull material will need shielding for the inverter/charger, scanner and HAM radio. Many shelterists simply have back-up radios which is much less expensive than shielded radio enclosures.
