Under the second amendment of the United States Constitution, U.S. citizens are guaranteed the right to bear arms to provide protection in life threatening situations. Tornadoes, earthquakes, nuclear, biological, and chemical warfare fall under this amendment as life threatening forces. A disaster shelter falls under this classification as a defensive arm. The NORAD shelters are considered a temporary structure that can be unbolted and redeployed to another location.
